DMIC-Gujarat
The alignment of the proposed DFC passes through Palanpur, Mahesana, Ahmedabad, Vadodara, Bharuch and Valsad in Gujarat. About 62% of area of the state is covered within the influence area of DMIC. The state of Gujarat, with longest coastline of 1600km along the west coast and other natural resources offers wide range of opportunities for development of new nodes. Key industrial sectors in the state include Gems & Jewellery, Engineering, Chemicals & Petrochemicals, Oil& Gas, Textiles & Apparels and Food processing. The emerging sectors include IT/ITES, Auto/Automobile, ship repairing/building, tourism and Knowledge Hubs. Based on the strengths of specific regions across the state, five development nodes are identified in the influence area of DMIC.
These include two investment regions and three industrial areas. Preliminary discussions with the State Government agencies also indicate that adequate land is available for the envisaged developments. Proposed project components in each of the nodes are discussed briefly hereafter:

Node-12: Ahmedabad-Dholera Investment Region
Ahmedabad-Dholera Investment Region would be located at a distance of approximately 100km from the Dedicated Freight Corridor at Vadodara/Ahmedabad. Government of Gujarat has designated Dholera as the Special Investment Region and has already initiated preparation of plans for development. Advantages:
. Dholera has the advantage of developing a Greenfield port. Availability of 15- 18m deep draft at the port offers exclusive advantage for attracting deep draft vessels.
. Availability of Huge land parcels for industrial development that could be spread over an area of 100 to 250sqkm
. Dholera Port offers unique opportunity for providing suitable facilities for automobile/ car export.
. Dholera Port has excellent opportunity to get connected with hinterlands with road and rail linkages.
. Dholera is being promoted as the Special Investment Region for Gujarat.
Proposed Components:
. Development of Greenfield Port at Dholera
It is proposed to develop an all-weather modern port at Dholera. This port has the potential to cater to ship building and ship repairing industries; offers opportunity for developing berths for salt export and for catering to industrial/ manufacturing sectors such as export of auto/auto component, engineering, steel industries etc.
. Development of Ship Yard:
Dholera, being located deep inside in the Gulf of Cambay, with a deep draft of 15-18m, offers excellent opportunity to develop it as a Port catering to deep draft vessels. It also meets with the unique requirement for development of ship building/ repairing facilities.
. Export-oriented Industrial Units/ SEZ:
This region has the potential for developing Automobile/Auto component, Electronics, Chemicals, Cement Production, and Pharmaceuticals. This region also has potential to develop steel industries utilizing abundant lignite deposits in the katchh region of the state.
. Augmentation of Existing Industrial Estates:
Augmentation of Vatva Industrial Estate as Mega Industrial Estate, located near Ahmedabad, is proposed for consideration under DMIC.
. IT/ITES/Biotech Hub:
The proposed investment region will offer opportunity for IT/ITES companies desirous of setting up/expanding their operations. This region is also expected to serve the Biotechnology industry.
. Knowledge Hub/Skill Development Centre:
To support the auto component, IT/ITES and Biotechnology sectors and offer training in Maritime/ ship engineering courses, a Knowledge Hub/skill upgradation center would be imperative at Dholera.
. Knowledge City at Gandhinagar:
Government of Gujarat has proposed development of Knowledge City with state of the art Finance City at Gandhinagar. It would be spread over an area of 700-800Ha with world-class integrated residential, commercial, sports/ recreational infrastructure. Development of this region is proposed to be considered under this investment region of DMIC.
. Integrated Logistics Hub with Container Freight Station:
Development of Dholera region would include a Container Freight Station with multi-modal logistics infrastructure and value added services.
. Development of 3500MW Power Plant:
There is a good prospect of developing 3500MW power plant at Dholera. Adequate land is available and the primary fuel source would be imported coal.
. Integrated Township: This region would be provided with an integrated township with residential, institutional, commercial and leisure/recreation infrastructure which could be dovetailed to requirements of specific investor groups/ countries.
. International Airport at Dholera:
This investment region is proposed to be provided with a world class International Airport Hub.
. Feeder Road Links:
Development of Feeder road linkages connecting the identified investment region with NHDP, DFC corridors and Hinterland, inter alia, includes following proposals:
- Development of connectivity between Dholera and NH-8A (Bagodra), NH-8 (Anand)
- Augmentation of Bagodra-Bhavnagar and Dholera-Dhandhuka-Limbdi-Surendra Nagar.
- Development of requisite grade separators/flyovers/interchanges and underpasses along the National Highways/ State Highways and access roads for uninterrupted freight and passenger movement to the region would also be included in the development of feeder links.
. Development of Logistics Hub at Surendra Nagar:
Taking advantage of the proposed feeder road connectivity between Dholera and Surendra Nagar and optimize on its locational benefits, development of Multimodal Logistics Hub at Surendra Nagar can be taken up under DMIC.
. Feeder Rail Links
- Development of High Speed Regional Rail link between Dholera, Ahmedabad and Gandhi Nagar for passenger and freight movements.
- Dholera-Vadodara Rail Linkage for connectivity with Dedicated Freight Corridor.
Node-13: Vadodara-Ankleshwar Industrial Area
The proposed Vadodara-Ankleshwar Industrial Area would be located along side the Dedicated Freight Corridor. Prominent industries in Vadodara-Ankleshwar Region are Engineering, Ceramics, Petroleum, Petro-Chemicals, Chemicals, Pharma and Textile. The region has key industrial estates as Ankleshwar and Jhagadia. The nearest urban center is Vadodara with population over one million.
Advantages:
. Proximity to the major urban center as Vadodara.
. Connectivity through NH-8 with four/six lane dual carriageway, the Golden Quadrilateral Corridor. Ahmedabad-Vadodara Expressway is the first expressway to be built on Build-Operate-Transfer (BOT) basis in India. Government of India is also planning to widen the Golden Quadrilateral to Six lanes by 2012 and extend the expressway to Mumbai by 2015.
. Proximity to the alignment of Dedicated Freight Corridor would provide added value to the investors in the region
. This Industrial Area would be served by the existing airport at Vadodara. However, further augmentation is also envisaged as part of DMIC.
. Vadodara was short listed by the Ministry of Urban Development for receiving funds for Urban Infrastructure improvement under JNNURM Scheme. Approved investment plan for Vadodara indicates that the city will receive INR 1897 Crore over next five years.

. Export-oriented Industrial Units/ SEZ: This region has the potential for Engineering, Ceramics, Chemicals, Pharma and Textile Industries and development of new industrial region would offer further thrust to these sectors.
. Augmentation of Existing Industrial Estates: As part of development of the industrial area, it is envisaged that augmentation plans for Ankleshwar and Jhagadia would be included under this project so as to facilitate further developments.
. IT/ITES/Biotech Hub:
The proposed industrial area will offer opportunity for IT/ITES companies desirous of setting up/expanding their operations. This region is also expected to serve the Biotechnology industry.
. Knowledge Hub/Skill Development Centre:
To support the engineering, ceramics, chemicals, IT/ITES and Biotechnology sectors, a Knowledge Hub/skill upgradation center is proposed to be developed with integrated infrastructure facilities.
. Truck Terminal with Warehousing:
It is envisaged that a truck terminal with facilities for servicing/repairing, warehousing with state of the art inventory management system and communication system to facilitate operation of 3rd Party logistics providers would be ensured.
. Integrated Township: This region would be provided with an integrated township with residential, institutional, commercial and leisure/recreation infrastructure which could be dovetailed to requirements of specific investor groups/ countries.
. Development of Captive Power Plant:
Vadodara-Ankleshwar Region offers good opportunity for developing a gas based/ duel fuel captive power plant. Hence the developers will have added advantage of investing in the region.
. Development of Vadodara Airport:
Keeping in view of the future prospects for the Vadodara Region, it is envisaged that development plans being prepared for Vadodara would be considered under DMIC to develop as the modern airport offering international air connectivity.
. Feeder Road Links:
Development of Feeder road linkages connecting the identified industrial area with NHDP, DFC corridors and Hinterland, inter alia, includes following proposals :
- Connectivity to NH-8, the Golden Quadrilateral Corridor
- Augmentation of Jambusar-Vadodara, Vadodara-Rajpipla and Rajpipla-Ankleshwar-Dahej links
- Development of requisite grade separators/flyovers/interchanges and underpasses along the National Highways/ State Highways and access roads for uninterrupted freight and passenger movement to the region would also be included in the development of feeder links.
. Feeder Rail Links:
- Proposed Makarpura Junction (near Vadodara) on the Dedicated Freight Corridor will serve the Rail connectivity requirements for the industrial area.
Node-14: Bharuch-Dahej Investment Region
Bharuch-Dahej Investment Region would be located within 50km from the Dedicated Freight Corridor. Dahej Port is being developed by Gujarat Maritime Board through joint sector participation. It includes development of Chemical terminal, LNG Terminal and a Dry Bulk Cargo Terminal. In a demand assessment study carried out by GMB, Dahej Port has potential to cater to 30 MTPA in 2015.
Ministry of Chemicals and Petro-Chemicals has short listed Bharuch-Dahej region for development of Petroleum, Chemicals & Petro-Chemical Investment Region (PCPIR) to be spread over 250Sqkm area to promote investments in the domestic and export led production in petroleum, chemicals and petrochemicals along with development of associated services and world-class infrastructure facilities. Hence the proposed investment region at Dahej will include the developmental proposals envisaged under PCPIR scheme.

. Dahej Port offers future expansion possibilities to augment the capacity to 30MTPA in 2015 catering to LNG, Dry-Bulk and Liquid Chemicals.
. Proposed Petroleum, Chemicals and Petro-Chemical Investment Region (PCPIR) in the region would attract large scale investments in chemical/petrochemical industry as well as in providing world-class infrastructure.
. Will be served by Vadodara/Ahmedabad Airports.
. Bharuch-Dahej Region has the potential for developing gas based captive power plants.

Augmentation of Vilayat Industrial Estate is proposed for consideration under DMIC.
. Development of Bulk Terminal & Ro-Ro Terminal:
It is envisaged that a Bulk terminal for handling dry bulk cargo and a Ro-Ro Terminal would be developed at Dahej Port.
. Integrated Logistics Hub:
Development of Dahej-Bharuch Region will include development of Container Freight Station in the form of an Integrated Logistics Hub with multi-modal logistics infrastructure and value added services.
. Integrated Township:
This region would be provided with an integrated township with residential, institutional, commercial and leisure/recreation infrastructure which could be dovetailed to requirements of specific investor groups/ countries.
. Development of Captive Power Plant:
Bharuch-Dahej Region offers opportunity for developing gas based/ duel fuel based captive power plants. Hence the developers will have added advantage of investing in the region.

- Four-Laning of Dahej-Bharuch Link

- Development of requisite grade separators/flyovers/interchanges and underpasses along the National Highways/ State Highways and access roads for uninterrupted freight and passenger movement to the region would also be included in the development of feeder links.
. Feeder Rail Links:
- Gauge Conversion for Dahej-Bharuch Rail Link
- Connectivity with DFC at Makarpura junction as well as with a new junction near Bharuch
Location of Proposed Development Nodes in DMIC-Gujarat
Node-15: Surat-Navsari Industrial Area
The proposed Surat-Navsari Industrial Area would be located alongside the Dedicated Freight Corridor. Surat had a Multi-Product Special Economic Zone, one of the first such regions in the country, in Gems & Jewellery sectors prior to the initiation of SEZ Act-2005. This region is served by NH-8 and NH-6. Gems & Jewelry Industry in Surat contributes to about 70 percent of total Gems & Jewelry Exports of India. Hazira, near Surat has emerged as another mega industrial hub (oil & gas, power, petro-chemicals, fertilizers) supported by a number of captive Jetties. M/s Shell Gas & Power has implemented LNG Port at Hazira and is planning to build a Container Terminal of 2 Mn TEU. Essar, Reliance, KRIBHCO, L&T;, ONGC, GAIL and IOC have major presence in the area.
Advantages:
. Proximity to the major urban center of Surat.
. Connectivity through NH-6 and NH-8. Fourlaning of NH-8 is already completed. However, there are further expansion plans to extend the existing expressway between Ahmedabad-Vadodara to Mumbai, which will in turn provide the expressway connectivity for Surat to Vadodara/ Ahmedabad/ Mumbai. This project is expected to be completed by 2015. Widening and Strengthening of NH-6 to four-lane dual carriageway is being carried out.
. Proximity to Dedicated Freight Corridor would provide added value to the investors in the region.
. Gems & Jewellery, Textile, Chemical & Petrochemical and Pharmaceutical industries are the prominent industrial sectors in the region.
. Surat Urban Agglomeration was short listed by the Ministry of Urban Development for receiving funds for Urban Infrastructure improvement under JNNURM Scheme. Approved investment plan for Surat indicates that the city will receive INR 4968 Crore over next five years.

It is envisaged that DMIC will include development of Hazira Port as a Mega Container Hub Port.
. Export-oriented Industrial Units/ SEZ:
This region has the potential for Gems & Jewelry, Textile, Chemical and Pharmaceutical industries and development of new industrial region would offer further thrust to these sectors.
. IT/ITES/Biotech Hub:
The proposed industrial area will offer opportunity for IT/ITES companies desirous of setting up/expanding their operations. This region is also expected to serve the Biotechnology industry.
. Knowledge City/Skill Development Centre:
To support the chemicals, maritime industry, IT/ITES and Biotechnology sectors and Gems & Jewelry Industry, a Knowledge City/skill upgradation center is proposed to be developed with integrated infrastructure facilities.
. Development of Container Terminal:
It is proposed that along with the Port Container Terminal, a large Container Freight Station will be built at Hazira to handle exim cargo.
. Agro/Food Processing Zone:
In order to take advantage of inherent strengths of the region for horticulture produce (Mango, Chikoo/Sapodilla and Banana), it is envisaged that an Integrated Agro/Food Processing Zone with necessary backward and forward linkages be developed as part of Surat-Navsari Industrial Area.
. Integrated Logistics Hub:
Surat-Navsari Region will also include development of Integrated Logistics Hub with multi-modal logistics infrastructure and value added services.
. Integrated Township:
This region would be provided with an integrated township with residential, institutional, commercial and leisure/recreation infrastructure which could be dovetailed to requirements of specific investor groups/ countries.
. Development of Captive Power Plant:
Surat-Navsari Region offers opportunity for developing Lignite based captive power plant. Hence the developers will have added advantage of investing in the region.
. Development of Surat Airport:

- Provision of Connectivity from the Industrial Area to NH-8 and NH-6
- Widening of Hazira-Surat Linkage to four-lane dual carriageway
- Development of requisite grade separators/flyovers/interchanges and underpasses along the National Highways/ State Highways and access roads for uninterrupted freight and passenger movement to the region would also be included in the development of feeder links.
. Feeder Rail Links:
- Proposed Broad Gauge Rail Link between Surat (Gothangam) and Hazira.
Node-16: Valsad-Umbergaon Industrial Area
The proposed Valsad-Umbergaon Industrial Area would be located within 50km from the Dedicated Freight Corridor. At present, this region has no major industrial developments. Government of Gujarat has short listed Maroli as the potential Greenfield port. This industrial area is served by NH-8. Valsad District is renowned for horticulture produce (Mango, Chikoo/Sapodilla) in the state.
Advantages:
. Opportunity to develop Greenfield Port at Maroli that can cater to a traffic of 13 MTPA in 2010 primarily constituting Coal, Clinker/Cement, Containers, LNG and General Cargo.
. Availability of Huge land parcels at a comparatively lower prices.
. Besides Navsari, Valsad district is a renowned destination for Horticulture Produce (Mango, Chikoo/Sapodilla)
Proposed Components:
. Development of Greenfield Port at Maroli:
It is proposed to develop a Greenfield Port at Maroli that can cater to 13 MTPA in 2010. Based on the preliminary investigations, Gujarat Maritime Board has recommended Lagoon Type Harbour enclosed by Diaphragm walls for construction of wharf.
. Augmentation of Existing Industrial Estates:
Augmentation of Umbergaon Industrial Estate is proposed for implementation under DMIC.
. Development of Break-Bulk & Ro-Ro Terminals:
It is proposed that a Break-Bulk Terminal be developed at Maroli for handling packaged cargo. It is also proposed that development plan for Maroli should also include construction of Ro-Ro Terminal.
. Agro/Food Processing Zone:
In order to take advantage of inherent strengths of the region for horticulture produce (Mango, Chikoo/Sapodilla), it is envisaged that an Integrated Agro/Food Processing Zone with necessary backward and forward linkages be developed as part of the Valsad-Umbergaon Industrial Area.
. Integrated Logistics Hub:
The Region will include development of an Integrated Logistics Hub with multi-modal logistics infrastructure and value added services.
. Integrated Township:
This region will have an integrated township with residential, institutional, commercial, leisure/recreation infrastructure which could be dovetailed to requirements of specific investor groups/ countries.

Valsad-Umbergaon Region offers opportunity for developing Lignite based captive power plant which will provide developers an added advantage for investing in the region.

- Provision of Connectivity from the Maroli Port to NH-8
- Augmentation of Vapi-Nashik (NH-3) and Valsad- NH-6 Road Links
- Development of requisite grade separators/flyovers/interchanges and underpasses along the National Highways/ State Highways and access roads for uninterrupted freight and passenger movement to the region would also be included in the development of feeder links.
. Feeder Rail Links:
- Providing Broad Gauge Rail Link between Maroli Port and the Dedicated Freight Corridor.
