DMIC - Phasing & Investment Requirements
Phase-1
Project Phasing
It is envisaged that project development activity and physical implementation for DMIC will be achieved in three phases and over a time frame of 9 years starting from January 2008. A time frame of five years is envisaged for Phase-1 (i.e. by December, 2012), followed by four years for other phases. Thus the implementation of identified nodes is expected to be completed by December 2016.
Government of India has accorded in-principle approval to the project outline in August, 2007 and identified 12 nodes, which includes 6 investment regions and 6 industrial areas as detailed below, for Phase-1 implementation:
Shortlisted Investment Regions for Phase-1:
. Dadri-Noida- Ghaziabad Region in Uttar Pradesh as General Manufacturing Investment Region;
. Manesar-Bawal Region in Haryana as Auto Component/ Automobile Investment Region;
. Khushkhera-Bhiwadi-Neemrana Region in Rajasthan as General Manufacturing/ Automobile/ Auto Component Investment Region;
. Bharuch-Dahej Region in Gujarat as Petroleum, Chemical and Petro- Chemical Investment Region (PCPIR);
. Igatpuri-Nashik-Sinnar Region in Maharashtra as General Manufacturing Investment Region;
. Pitampura-Dhar-Mhow in Madhya Pradesh as General Manufacturing Investment Region.
Shortlisted Industrial Areas for Phase-1:
. Meerut-Muzaffarnagar Zone in Uttar Pradesh as Engineering & Manufacturing Industrial Area;
. Faridabad-Palwal Zone in Haryana as Engineering & Manufacturing Industrial Area;
. Jaipur-Dausa Zone in Rajasthan as Marble/Leather/Textile Industrial Area;
. Vadodara-Ankleshwar Zone in Gujarat as General Manufacturing Industrial Area;
. Industrial Area with Greenfield Port at Dighi in Maharashtra;
. Neemach-Nayagaon in Madhya Pradesh as Engineering and Agro Based Industrial Area.
However, as this kind of mega initiative with integrated regional development approach being taken up for the first time in the country, it was decided that development activity for 6 investment regions, of Phase-1 as detailed below, and preparation of detailed perspective plan for overall DMIC Region would be immediately taken up as part of Phase-1A:

It was envisaged that development activity for the remaining 6 industrial areas of Phase-1 of DMIC Region would be taken up as part of Phase-1B
Proposed Phase wise Development of Nodes in DMIC Region

In the quest for initiating the development activity for investment nodes, Government of India has further prioritized development of six investment regions, identified for phase-1, for preparation of master plans/detailed development plans with pre-feasibility studies as well as preparation of a comprehensive regional development plan for the overall DMIC Region to develop a detailed framework for developing DMIC Region. It is expected to be completed in a time frame of 8 to 10 months from the date of appointment of consultants.
In addition, Government of India initiated the process of identifying stand-alone and significant projects, at least one in each of the DMIC States, (viz. Modern Industrial Townships, Expressways, Ports, Airports, Logistics Hubs, Knowledge Cities, Agro-Processing Hubs, Power Plants etc) within the DMIC Region for implementing the same through private sector participation (or) under public private partnership format.
It is envisaged that project preparation activities (viz. feasibility studies & other technical studies) would be taken up in parallel, with preparation of Master Plans for phase-1 investment nodes, for such identified projects for posing them to investments from various bilateral or multi-lateral agencies including assistance from 'Overseas Development Assistance' (ODA) in a time frame of about 12 months.
